PFAS chemicals have been widely used in firefighting foams, especially in Aqueous Film-Forming Foam (AFFF), for decades because of their excellent performance on flammable liquid fires (Class B). However, recent regulatory focus in the EU and UK has raised questions across the fire trade:
Are PFAS foams banned?
Do I need to change my fire extinguisher stock?
Is the UK following different laws to the EU?
Let’s unpack what’s important for fire engineers and safety professionals.
From 23 October 2030, firefighting foams (including concentrates and ready-to-use mixtures) containing PFAS must not be placed on the market or used anywhere in the EU. There’ll be a complete removal of PFAS-containing fire extinguishers by 31st December 2030.
Within the EU, a document was signed and agreed to ban the use and sale of foam containing PFAS, with a total ban and removal of existing extinguishers by 31/12/2030
No, there currently isn’t a ban on AFFF foam fire extinguishers that contain PFAS and the UK has not followed the same regulations as the EU.
There is currently no legal restriction on supplying or refilling modern AFFF fire extinguishers that contain PFAS for fire trade applications.
The UK Government and the Health & Safety Executive (HSE) are taking a different approach to the EU. The HSE has launched a 6-month consultation process on PFAS usage in firefighting foam. This started on 18th August 2025 and will conclude on the 18th February 2026. After this review, decisions will be made regarding PFAS use in AFFF fire extinguishers.
What this means:
Manufacturer-certified AFFF fire extinguishers with PFAS are not banned under UK law and these fire extinguishers currently remain compliant.
Although no decisions will be made until after the consultation period, it’s important for fire trade professionals to be aware of early indications of what could potentially happen.
The earliest possible ban would take place in the UK in late 2026, yet not expected until 2027.
A 5-year phase-out period would be likely, giving customers enough time to plan and schedule suitable replacements if necessary.
Existing PFAS foam fire extinguishers might not need removal until 2031 or later.
Don’t panic
There’s currently no UK law banning PFAS fire extinguishers and current standards are still valid. If customers request AFFF foam fire extinguishers, you can still supply, install and service these fire extinguishers if necessary.
